What is Handover Notice?
A handover notice is the developer's formal notification that an off-plan unit is complete and ready for delivery. It starts the clock on final payments, snagging inspection, fee settlements and key collection.
Description
The notice usually follows the building's completion certificate and states the delivery window, the final payment due under the payment plan, and the documents and fees required before keys release.
This is also when service charges begin accruing to the owner, DEWA activation becomes the owner's responsibility, and the snagging inspection window opens, whether or not the buyer is ready.
A buyer who ignores a handover notice keeps accruing obligations: most SPAs entitle the developer to charge penalties or take possession-related steps if the buyer delays completion beyond the notice period.
How to interpret
Book the snagging inspection immediately on receiving the notice, before signing any acceptance: use over defects is highest between notice and key collection.
Reconcile the final statement line by line against the SPA payment plan before paying: handover statements commonly bundle service-charge advances, DLD amounts and admin fees whose contractual basis is worth checking.
Dubai market context
Handover in Dubai is when the unit transitions from Oqood registration to title deed, so the notice period is also when the buyer's 4% registration position and deed issuance complete if not prepaid.
Post-handover payment plans change the meaning of the notice: keys release while instalments continue, so the notice defines when the asset starts earning (or costing) rather than when it is paid off.
