Read the next section before you use the order. Our data set does not score schools, parks or nursery places, so this is a supply and entry price ranking rather than an amenity ranking. It also matters that wherever our data set names the cheapest recorded unit in these communities, it is a studio, and a studio is not a family home.
What this list ranks, and what it does not
Two figures set the order: the number of live projects recorded in the community, and the cheapest unit price recorded in it. Communities are sorted by project count first and by cheapest unit second. Both come from a data set holding 780 active project records, and the ten communities below account for 110 of them. Those prices are floors, not averages and not family unit prices.
What the data set does not hold: school catchments, park counts, nursery places, walkability or crime. This list therefore makes no claim about any of them, and you should not read the order as a family suitability score. It is a shortlist of the communities where a family buying an apartment at the bottom of the Dubai market has a real choice of buildings, and the studios section below explains why the floor is the wrong number to budget from.
The ten communities, ranked by live supply
Skim the table, then read the three sections underneath it for the detail that matters on each community. Neither column tells you anything about schools, parks or unit mix.

One warning about rows 2 and 10. Dubai Land Residence Complex and Dubai Residence Complex are separate records, holding 20 and 5 live projects. The names are close enough that listings and agents blur them. Confirm which one a building sits in before you compare its price to this table.
1 to 3: JVC, Dubai Land Residence Complex, Dubai South
JVC holds 29 live projects, more than any other community in this band, and its cheapest recorded unit is AED 498,000: Celestara Residences by Al Dhana Real Estate Development, a 331 sqft studio, with 16 units of that type in our record. Depth of supply is the whole argument for JVC.
Dubai Land Residence Complex is second on supply with 20 live projects and a cheapest recorded unit of AED 638,657. Our data set does not name the project behind that figure, so treat it as a community floor rather than a listing you can go and see.
Dubai South holds 14 live projects and matches JVC on entry price at AED 498,000. That unit is Aristo by Oksa Developers, a 445 sqft studio with 26 units of that type recorded, so it is 445 sqft against 331 sqft in JVC at the same headline price. What the comparison cannot tell you is the commute, which for Dubai South decides everything.
4 to 6: JVT, Dubai Production City, Wadi Al Safa (V)
JVT holds 12 live projects and its cheapest recorded unit is AED 713,888, the highest floor in the top five. On price alone JVT looks expensive next to its neighbour JVC. What the premium buys is not something this data set measures, so go and walk both before you decide the premium is real.
Dubai Production City appears in our records as DPC, with 7 live projects and a cheapest recorded unit of AED 656,000. Seven projects is enough for a real comparison and not enough to be spoiled for choice. Expect the same two or three buildings to appear on every agent's list.
Wadi Al Safa (V) has 6 live projects and a cheapest recorded unit of AED 628,200: AUM 99 Residences by AG Properties, a 534 sqft studio. Our record shows only 4 units of that type. A four unit release is a thin market in both directions, and thin is the risk you accept.
7 to 10: Dubai Sports City, Motor City, Al Warsan Fourth, Dubai Residence Complex
Dubai Sports City and Motor City each hold 6 live projects. Their cheapest recorded units are AED 764,560 and AED 776,999, the two highest floors on this list. Motor City is also the only community here with a community average sale price in our data set, at AED 1,752,520, which is more than double its cheapest recorded unit.
That gap is the honest shape of these places. The entry price is one studio in one building. The average sale in the community is a different property altogether. Where a community average exists, budget against the average rather than the floor, because the floor describes a unit you probably do not want.
Al Warsan Fourth has 5 live projects and a cheapest recorded unit of AED 531,146: Stellar Axis by Ajmal Estate Developers, a 499 sqft studio with 34 units of that type recorded. Dubai Residence Complex closes the ten with 5 live projects and a cheapest recorded unit of AED 636,918, with no project named against it.
Every entry price on this list is a studio
Where our data set names the cheapest unit in a community, it is a studio every time. Celestara Residences in JVC is 331 sqft. Aristo in Dubai South is 445 sqft. Stellar Axis in Al Warsan Fourth is 499 sqft. AUM 99 Residences in Wadi Al Safa (V) is 534 sqft. None of the four houses a family.
The headline entry prices quoted for JVC, Dubai South, Al Warsan Fourth and Wadi Al Safa (V) are studio prices. A two or three bedroom apartment costs more, and our data set carries no price band by bedroom count, so we are not printing one.
Ask any agent, including us, for the two bedroom and three bedroom range for a specific named building, in writing, with the service charge rate attached. A range that comes back with no building named against it is a marketing number, not a price.
Four communities that just missed the cut
Four more communities clear the same filter and sit just outside the ten. Arjan holds 5 live projects and a floor of AED 641,333. Majan holds 5 and AED 695,999. Al Jaddaf (I) holds 4 and AED 730,000. Downtown Jebel Ali holds 4 and AED 600,000, where our records name Azizi Wares at AED 600,000 for 345 sqft and Azizi Lina at AED 601,000 for 400 sqft.
They sit below the cut only because the cut is supply depth, and four or five live projects is a narrow field. If one of them fits your school run, a supply ranking is not a reason to skip it.
What to check yourself before you shortlist
Unit mix first. A community with 29 live projects can still be overwhelmingly studios and one bedrooms. Ask for the bedroom split of the specific building rather than the community, and ask how many three bedroom units it holds in total. If the answer is four, you are competing for one of four, on the way in and on the way out.
Service charges
second. They are billed every year against the size of the unit, and they outlast your mortgage. Our data set does not carry them, so get the current rate and the last two years of the building's history from the owners association, not from the sales brochure.
Then the developer. If a large name is a requirement, check whether it sells in your band at all. The cheapest Emaar unit in our records is AED 1,100,000, above this entire list, even though Emaar holds 49 live projects in the data set. Damac's cheapest recorded unit is AED 531,300 and Azizi's is AED 600,000.
The costs that do not change with the community
The Dubai Land Department transfer fee is 4 percent of the purchase price plus an AED 580 administration fee, and it is identical in JVC and on Palm Jumeirah. On a hypothetical AED 500,000 purchase that is AED 20,000 plus the AED 580. Hold it in cash on top of your deposit.
Representation does not vary by community either. On an off plan purchase the client pays Oliva AED 30,000, including VAT, and the developer commission is rebated in full. On resale the same schedule applies, AED 30,000 including VAT in three stages. Every fee we charge is published at every fee we charge.
One statutory number to keep in view: the property threshold for the ten year golden visa is AED 2,000,000. Every entry price on this list sits far below it, so a single studio in any of these ten communities will not produce that visa. If residency is part of the plan, settle it before you shortlist.
Bottom line
Use this ranking as a supply filter and nothing more. JVC with 29 live projects, Dubai Land Residence Complex with 20 and Dubai South with 14 are where a family buying at the entry level has the most buildings to compare. That is a real advantage. It is not the same as being the best place to raise children.
Then do the two checks no data set can do for you. Drive the school run at the hour you would actually drive it. Get the bedroom split and the service charge history of the specific building in writing before you pay a deposit of any size.

School catchments, park provision, nursery places and walkability are not in the data set behind this list. Treat the ten as a supply shortlist, then answer the family questions on the ground and in writing.
Do the big developers sell at these prices?
Not the largest one. The cheapest Emaar unit in Oliva's records is AED 1,100,000, above the entire price band this list covers, even though Emaar holds 49 live projects in the data set. Damac's cheapest recorded unit is AED 531,300 and Azizi's is AED 600,000. If a specific developer name is a requirement for you, check whether it sells at your budget before you shortlist communities.
What will the purchase cost on top of the price?
The Dubai Land Department transfer fee, at 4 percent of the purchase price plus an AED 580 administration fee, is the largest fixed item and it does not vary by community. On an off plan purchase the client pays Oliva AED 30,000, including VAT, and the developer commission is rebated in full. Can I get a golden visa by buying in one of these communities?
Not with a single entry level unit. The property threshold for the ten year golden visa is AED 2,000,000, and every entry price on this list sits far below it. You would need a qualifying property at or above that threshold. Decide whether residency is part of your reason for buying before you shortlist, because it changes the budget far more than the choice of community does.
