What is Oqood?
Система регистрации договоров off-plan купли-продажи DLD (арабск. «контракты»), обеспечивает официальную регистрацию предварительных договоров и защиту покупателей строящегося жилья.
Description
Oqood (Arabic for 'contracts') is the DLD's initial property registration system for off-plan sales. When a buyer signs a Sale and Purchase Agreement (SPA) for an off-plan property, the developer must register this contract through the Oqood system. This registration creates an official record of the buyer's rights to the property, even though no title deed exists yet because the building is not complete.
Registration: The developer submits the SPA to DLD for Oqood registration
Fee: 4% of the property value (DLD transfer fee) plus AED 580 admin fee
Certificate: A registration certificate is issued confirming the buyer's rights
Conversion: Upon project completion, Oqood registration converts to a full title deed
Oqood registration prevents developers from selling the same unit to multiple buyers and establishes the buyer's claim in case of developer insolvency. Without Oqood registration, buyers have only their SPA as evidence of their purchase, which is much weaker legal protection. Always verify that your off-plan purchase has been registered in Oqood through the DLD REST app or website.

How to interpret
Oqood registration is the single most important buyer protection for off-plan investments in Dubai. It transforms a private contract into an officially recorded right with DLD, giving buyers legal standing that is enforceable against the developer and visible to any party conducting due diligence on the property. Never pay off-plan installments before confirming Oqood registration.
The Oqood certificate shows the property details, buyer identity, payment plan, and registration date. Keep this document safely, as it is proof of your ownership claim throughout the construction period. When you eventually take title upon completion, the Oqood record is what DLD uses to issue your title deed.
Контекст рынка Дубая
Oqood was established as part of Dubai's post-2008 off-plan market reforms. Before its implementation, buyers had limited recourse when developers sold the same unit to multiple parties. The registration system eliminated this risk by creating a public record of each buyer's claim, making double-selling virtually impossible within the regulated framework.
The 4% DLD fee payable at Oqood registration is one of the highest transaction costs in the Dubai property market. Some developers offer to cover this fee as a sales incentive, which can save buyers AED 40,000-200,000+ depending on the property value. Always clarify who bears this cost before signing an SPA, as it is a significant capital outlay.
