Description
A certificate of title is the instrument a land registry issues to record legal ownership of a specific property. It names the owner, describes the plot and unit, states the registered area, and lists any encumbrance sitting over the title, most commonly a mortgage. In Dubai the equivalent and controlling document is the title deed issued by the Dubai Land Department.
The DLD title deed is not a certificate the seller prints. It is an entry in DLD's electronic register, and the paper or PDF deed is a rendering of that entry. Issuance costs AED 580 for an apartment under DLD's published fee schedule, paid at the registration trustee office on transfer day. That is separate from the 4% transfer fee, which is charged on the sale price rather than on the deed.
For an off-plan unit there is no title deed until the building completes. The interim record is the Oqood registration, which enters the buyer's contractual interest into DLD's off-plan register. Oqood proves the buyer's interest in an unbuilt unit; the title deed replaces it after completion and handover.
The deed also carries the encumbrance record. Where a mortgage is registered against the property it appears on the deed, and the property cannot transfer to a new owner until that charge is discharged. Most attempted fraud in the Dubai secondary market fails at exactly this point, because the trustee office works from the register and not from the copy the seller supplies.
How to interpret
Verify ownership against the register, never against the seller's copy. A PDF deed can be edited in minutes; the DLD register cannot. Before releasing any deposit, confirm the owner's name, the unit reference and the encumbrance status through DLD directly.
Read the encumbrances section first, then the area. A registered mortgage is normal and solvable, because it is settled out of the sale proceeds at the trustee office on transfer day. A court-ordered attachment or an unexplained third-party interest is not routine and should stop the transaction until it is cleared.
Check that the registered area on the deed matches the area you are being sold. The deed area is the figure DLD recognises, and it is the figure a future buyer or a bank valuer will work from, whatever the brochure said.

In Dubai the practical verification route is Dubai REST, DLD's own free application. Its title deed validation service checks a deed against the register, and an owner's dashboard lists every property registered to their Emirates ID. A genuine seller can open that dashboard in front of a buyer in under a minute.
Title insurance is not a standard product in Dubai and is not needed in the way it is in jurisdictions that record deeds rather than title. DLD operates title by registration, so the register itself, rather than an insurer, is what stands behind ownership.
Foreign nationals own on the same deed as anyone else within designated freehold areas. Leasehold and usufruct interests are also registered by DLD, but on their own instruments, so confirming which interest is being sold matters as much as confirming who holds it.
