What is 最高最佳用途?
在物理可行、法律许可、财务合理前提下,对某一地块或房产能产生最高价值的最优利用方式,是房产估值的基本分析框架,也是开发用地定价的核心理论依据。
Description
Highest and Best Use (HBU) is the cornerstone concept of property valuation. It asks: of all possible uses for this land or property, which one maximizes its value? The answer must satisfy four tests, it must be legally permissible, physically possible, financially feasible, and maximally productive.
Legally permissible: Complies with zoning, master plan, and regulatory restrictions
Physically possible: The site's size, shape, topography, and infrastructure can accommodate the use
Financially feasible: The use generates sufficient return to justify the development cost
Maximally productive: Among all feasible options, this use produces the highest residual land value
A plot in Business Bay zoned for mixed-use could be developed as a hotel, office tower, or residential building. HBU analysis would compare the residual land value under each scenario, factoring in construction costs, projected revenues, and market demand. Given Dubai's current residential demand, many mixed-use plots are being developed as residential towers with ground-floor retail, reflecting the HBU calculation.
How to interpret
HBU analysis is the starting point for any land or development investment. Before acquiring a plot, identify what the current zoning permits, what the market demands, and what the development economics support. A site whose HBU is residential, but which is zoned commercial, presents a planning risk that must be addressed before developing it. Conversely, a commercial site in a residential area may have rezoning potential that adds to its value.
迪拜市场背景
Dubai's master plan revisions and infrastructure investment frequently change the HBU of specific plots. The construction of new metro lines has shifted the HBU of adjacent land from low-density residential to mixed-use commercial, notably increasing values. Investors who anticipate infrastructure improvements can capture this HBU uplift by acquiring in advance of the infrastructure announcement.
