Yes. The Dubai Department of Economy and Tourism (DET) issues holiday-home permits — either as a self-managed owner permit or via a DET-licensed operator. The unit must be registered on the DET portal, the owner must hold an Ejari, and the building's OA must permit short-term lets (many do not).
