Yes, and that is the report working. The verdict is the output, not a formality. When the registered evidence does not support the asking price, or the payment plan, or the developer delivery record, the report says do not buy and shows the numbers behind it. On off plan the developer pays the commission and the buyer pays nothing for representation. On resale and secondary purchases the buyer side fee is 2% plus 5% VAT, with an AED 5,000 retainer credited against it at transfer.
